King Hassan doesn’t have any authorities in the Underworld but as a servant he can still cut abstract concepts like bonds etc. He has an OP authority that belonged to an Angel. Even against a goddess. But in the Underworld, Ereshkigal is Queen. Not even Gilgamesh can stand a chance without the Tablet of Destinies. Quetzalcoatl got defeated and kicked out by Ereshkigal in FGO Christmas Fever event in 2017. Nergal and Ishtar who are Mesopotamia’s deadliest gods got half their authorities and powers stolen and they died in the Underworld. She also has Enki’s authority over plagues and sickness which got the entirety of Chaldea in her palm.
