So, it's an interesting, and one of the most common debates. I feel like it shouldn't be a debate, but whatever.
This isn't my take, by the way. It's a fact.
Avalon Artoria under Shirou vs Gilgamesh. Artoria defeats Gilgamesh 8/10 times (Happens in the Fate Route).
Artoria under Shirou vs Gilgamesh. Gilgamesh wins 10/10 times (G.O.B. spam till win).
Artoria under Rin vs Gilgamesh. Gilgamesh wins 6/10 times (Artoria has better Parameters, except for the Noble Phantasm and Ea, thus better win-cons).

The King of Heroes. Son of the Gods. Gilgamesh is undoubtedly amongst the high tiers of the Nasuverse. Gilgamesh has waaaaaaaay too many abilities and haxs that it's almost impossible to talk about everything he could do. So I would try my best to explain some of his abilities, haxs, and where he scales.
To start with the basics, Gilgamesh own the Gate of Babylon.
This is a dimensional storage that stores every single treasure the world owned in the past, present, and even the future. This includes weapons and Noble Phantasms as well.
And it contains infinite weapons, treasures, and Noble Phantasms in it.
Gilgamesh can also see the past, present, and future with his eyes.
The name of the ability is called Sha Naqba Imuru.
He is also able to see all possibilities from different parallel worlds.
And even everything in creation to its tiniest relevance.
It's also impossible to deceive or lie to Gilgamesh because he can see the truth of all things even if you have multiple layers of resistance towards it. It wouldn't matter.
And with that same ability, he can take the best possible actions in any given situation. This means he would never make mistakes or wrong decisions in a battle(Shirou got lucky nerfed Gil never used it against him).
Gilgamesh also possesses a weapon called Enkidu. Named after his best friend. Enkidu is a chain that paralyzes and binds gods or any divine being. He renders their abilities useless once he catches them in it.
Gil is also able to destroy concepts with ease.
He's also an expert in Necromancy. He is able to summon the dead to do his bidding.
Since Gilgamesh possesses every Noble Phantasm in his GOB, he would also own Gae Bolg. Gae Bolg is a cursed spear that reverses the cause and effect of an attack. This means that before the spear is even thrown, its effect has already taken place. It's absolutely unavoidable
It even bypasses conceptual defences like Rho Aias,
As a servant with A-rank luck, Gilgamesh can manipulate his fate to avoid causalities such as getting his heart pierced by Gae Bolg despite Gae Bolg's ability to reverse cause and effect.
He also possesses a replica of "Black Barrell." A weapon that forcefully instills the concept of "natural life span" in an immortal being. He used this against beings who lacked the vision of death.
Gilgamesh also possesses the "Seventh Holy Scripture," which is conceptual armament that negates the concept of reincarnation by overwriting it with "many layers of dual concepts of reincarnation criticisms and eternity without providence."
He also has a 5D invisibility cloak that hides his presence on a 5D scale. This is for his normal base version that didn't possess higher dimensional existence.
He also has this Daemon-like ability that passively deflects attacks back at his opponents.
Because Gilgamesh was 2/3 God and 1/3 human, he was a higher-dimensional being similar to the Gods.
As a Demi-god, Gilgamesh possesses crazy and absurd immortality and Acausality(type 4) since he operates on a different and irregular system of cause and effect than regular causality. The rules and laws of humanity do not bind him.
This is the reason why Gods can always come back from the erasure of their hearts and souls.
They can even come back after having their origin/source erased.
And mind you, an Origin or "Saint Graph" contains the fundamental information of a person and acts as a very concept of that person from which all functions of the person are derived and dictates all functions of that person.
Yet, Gods can still survive after getting their's destroyed. They can even remake another Origin for themselves.
Gilgamesh also has the ability to make himself more powerful regardless of his situation by breaking the seal/limits of his source(bs power boost, lol).
Gilgamesh also can't be corrupted. He was able to completely negate the effects of all the world's evil due to his massive ego.
And was in fact, completely ineffective. Nothing can affect his mind.
Gilgamesh also possesses the "Ten Crowns," which passively reverses any injury or event that has occurred into things that never happened.
Gilgamesh also owns the Holy Grail (which the chad uses to drink, lmao).
The Holy grail is an omnipotent goblet that grants virtually any wish you want (It does go to show how damn careless the chad is).
When Gilgamesh uses his Ea, he fucks everything up, literally. It grinds at the laws of space.
Its distortion alone exceeds physical laws.
When it's being swung, It turns all things in creation that had meaning into things that have no meaning sending them into a void of nothingness and chaos which they originated from.
As for where Gilgamesh scales, he scales pretty high. Gilgamesh has feats, statements and abilities ranging from Universal to Outerversal+ level (he is outerversal fyi).

Excalibur is so mighty that it could destroy Gilles' summoning, that was stated to be an extradimensional evil god.

Gilgamesh casually toys and mocks Altera during their battle in Fate/Extella.
The same Altera was stated to be capable of destroying the moon cell without even using Regalia.
The moon cell can cut through 8 dimensions to defend the moon cell core. It's stated that the moon cell core is a higher dimensional existence compared to the moon cell itself, making the core 9D at least.

In Fate/Strange Fake, Gilgamesh was about to destroy Earth,
The Earth in F/SF runs on quantum mechanics and is also stated to have a cosmological scale compared to a quantum multiverse.

Using Hilbert's theory of space, Earth in Nasuverse has several higher dimensions, meaning its likely to have infinite-dimensional. This makes Gilgamesh High Hyperversal.
Gilgamesh’s Enuma Elish is stated repeatedly to have the power to destroy all of creation and all things that possess shape. With its attack potency surpassing the earth, reaching into the world.
The complexity of the Nasuverse cosmology stretches even deeper as Nasuverse concepts of the universe are layered infinitely.
Which allows for higher levels of the same concept, such as the concept of death,
...with every concept in its primordial state being stated to be absolute and platonic, foundating all possible functions of lower concepts. This should include higher dimensions as well,
This makes Gilgamesh with his Ea, Outerversal level.
Enuma Elish grinds at the laws and concepts of space.
...and after Ea has sent everything back to the origin of creation, the sword is able to recreate its own truth that overwrote the original one,
That makes Ea Outerversal+

My short and arrogant King in every universe, Artoria Pendragon better known as Saber in the Fate Series/Nasuverse. She is the face of the series and for good reason. Other than her legend as King Arthur and legendary sword Excalibur, there lies a dragon in those bones. She quite literally has the conceptual core of a dragon.
It grants her magical energy that can rival that of the Earth’s core and is like a magical energy factor.
She has enough mana to reverse the flow of a river,
Her mana is so great that if a weapon has no divine protection it’s useless against her when she uses a Mana Burst.
She narrowly evadeGae Bolg whilst being heavily nerfed, despite it quite literally manipulating fate and casuality itself, being in the heart of the person before it's even activated thus having a guaranteed hit.
Artoria has precognition where she can always "feel" the best action to take mid-combat,
Hiken - Tsubame Gaeshi (秘剣・燕返しつばめがえし?, lit. Secret Sword: Swallow Return or Swallow Reversal) is the fabled technique of the legendary swordsman Sasaki KojiroWP who was said to be able to cut down a swallow in mid-flight. He achieved a Mystery attained only with human techniques that rivaled the Noble Phantasms of Servants.[2][3] It is not something recognized as a Noble Phantasm under the Fuyuki Servant system, but rather an intrinsic Skill of the anonymous swordsman representing and using the legend of the great individual Kojiro as his source of identity. While still unranked, it is classified as a Noble Phantasm under the FATE system. This demonic sword technique, the utmost and sole technique used by Assassin, is not a Noble Phantasm or a magical phenomenon, but it has reached a level comparable to one out of pure godlike skill that "surpasses even Servants." It is a technique where three concurrent arching blades close on the enemy from all sides to create a prison, allowing no chance for defense or evasion. While he downplays it as simply successive slashes done "quickly", it is actually bending the laws of physics to multiply its existence. This isn't much trouble on its own, especially with the length of the blade, but the slightly slower second vertical strike meant to block off escape from above and the third vertical strike to keep the opponent from escaping to the side completely overwhelms the opponent. Like Gáe Bolg, it is impossible to avoid, albeit through different mechanics. It is possible to develop countermeasures against Gáe Bolg after learning that it targets the heart, but the only true countermeasure against Tsubame Gaeshi is to not allow him to use the skill at all. It is possible to avoid the incomplete version with two slashes by escaping to the side, but the real technique is nearly impossible to survive. Saber, fighting with pure technique due to being unable to use Excalibur at that range, manages to defeat it after Assassin allows his sword to be damaged in order to lure her onto flat ground. Through her precognition and pure determination, she is able to see the weak point in the technique, a tiny opening between his left arm and waist. She only barely manages to avoid being cut while rushing through the opening, and the only reason it was a success was due to her experience with the technique used beforehand on her and the damaged blade. If the blade had been in perfect condition, the technique would have stayed invincible.[5] Fate/unlimited codes features a technique called Hiken: Tsubame Mai (秘剣・燕舞, lit. Secret Sword: Swallow Dance?), which is a series of six blinding strikes around the enemy, followed by Tsubame Gaeshi.
The process behind the development of the technique was simply Assassin attempting to figure out the means of cutting down a swallow in mid-flight. He found that swallows feel the shaking of the wind caused by the sword strike in order to avoid the blade. It is impossible to avoid disturbing the air, no matter how fast the strike, and a sword can only move in a straight line. The swallow can move horizontally or vertically to avoid it, so a single strike cannot possibly cut one down. The swallow's escape route must be completely blocked off, meaning that after the first attack, another is necessary to entrap it. The second blow cannot possibly be done in time to hit the swallow, and it is beyond human capabilities to attack multiple times in one instant. He accepted that it was impossible, but with nothing else to do as a simple and honest reason, he spent his entire lifetime practicing the sword in order to reach the pinnacle of swordsmanship until the very end. After a long period of time, he perfected the technique and it reached another state entirely.[6] Although with some limitations, he eventually attained, perfected and refined his goal, a Mystic Sword technique as a prison of slashes that treads into the Second Magic without any knowledge of Magecraft or True Magic by doing nothing but spending his life swinging his longsword, following a single worthless idea on how to kill a flying swallow.
There is a sword of infinity that leads to multiplicity. A way to acknowledge "multiple possibilities". A single act that is originally finite; a single slash that can only be performed at one time, in one space. It is, so to speak, an "infinite" sword that gives birth to several "correct answers". To make one's own existence transparent to the extremes, till there is nothing more. And yet to grasp for "something" beyond that. That is Kojiro's "Tsubame Gaeshi". A sword that creates a "future" that not even the gods can escape from.
Also, I don't have any pics but Artoria was able to survive a point blank Tsubame Gaeshi (which isn't nerfed in the anime) and survived despite being nerfed. In UBW, ofc.
On the last night of the Holy Grail War, Saber goes to the front gate of Ryuudou Temple to fight against Gilgamesh. However, Assassin still exists and wants to duel against Saber. He is defeated by Saber due to his blade being bent from their previous encounter, which leaves an opening in his Tsubame Gaeshi. Soon after, he dies peacefully. But, Saber was actually able to react to the attack itself, travel at it's speed and attack Sasaki, her speed would scale to immesurable.
"Avalon: The Scabbard of Excalibur, a Noble Phantasm with its origin in the Fairyland Avalon where King Arthur rests. The wielder will heal from any wound, and the aging process will cease. Unleashing the true name of Avalon will deploy a Bound Field that provides the greatest defense. Avalon is a conceptual weapon,
It can quite literally stop everything and anything, with no exceptions. It's considered to be the greatest defense in this world,
Avalon grants immortality,
And heals passively as long as Artoria has Avalon,
Reflects part of Enuma Elish,
In a few minutes her body fully recovered from an attack from Ea,
It then proceed to block it completely,
Excalibur: A Sword of Light. It is not a man-made weapon, but a Divine Construct forged by the planet. Although managed by the hands of fairies, the mage Merlin entrusted it to Saber as an intermediary. A Noble Phantasm that stands at the top in the category of holy swords.
Is the strongest Noble Phantasm out of all Servants and is stated to be unrivaled in power and can only be matched by Ea,
It's a threat capable of destroying the planet and everything on it,
It prevents her from physically ageing,
It prevented Bedivere from ageing to death, despite having lived for 1500 years, physically and possibly sustained his mental state as well,
With the mana used in her armor as fuel, she killed Gilgamesh,
Destroys the Grail mass. This blast also tore apart the remains of Shirou's Unlimited Blade Works,
Fate/Extra Timeline: Artoria makes an appearance in the games Fate/Extella and Fate/Extella Link as a Top Servant. Which means she was chosen by SERAPH as the best Saber.
Artoria defeated Altera. When she attacked Nero and Hakuno it was like she sheared a whole dimension away from existence. And was described as the maiden who cuts away realities.
Artoria defeated Lu Bu and Tamano even with the power of the regalia. the regalia can pour limitless power into an attack program that exceeds a noble phantasm. The regalia holds all the power of the Moon Cell into one crystal that nothing in SERAPH can compare to.
Nero by activating the moon crux is able to break through Sephyr’s guard and even managed to scratch her.
Who is stated to be able to destroy the Moon Cell even Nero's mythology mystic code of emperor would likely be able to defeat Sephyr as she is backed by the Umbral star which is a whole different level of power compared to the Moon Cell.
Nero in her mystic code has power on the level BB and you can use Nero to fight her in Fate/Extra.
Artoria as a Top Servant is already superior to Nero, which makes her either comparable or superior to BB. And I believe it's a well-established fact that BB is insanely overpowered, enough to no diff BB. With all of that in mind, there are somethings I missed but Artoria scales to Low Outerversal (Low Ball) to High Outerversal (Mid-High Ball).
