If we're talking without power ups or anything it's definitely Kiara, BB and Saver.
Second place goes to King Hassan, Gil, Enkidu, Solomon and Merlin.
If we're talking with power ups then it's whatever servant Hakuno summons in CCC, so Gil, No-Name, Nero or Tamamo.
In Last Encore Chakravartin takes control of the Moon Cell and begins to mess with the Pruning System, which is what allows the World to save energy by discarding parallel universes that are either too successful or too unsuccessful, effectively keeping only those that are "balanced", like most Fate and Tsukihime universes.
If I'm not mistaken the universes that get cut out of the main timeline become Lostbelts, but I digress.
First question: Can the Moon Cell / any entity that takes control over it (Chakravartin, BB, Kiara) actually destroy EVERY possible Fate universe, and possibly even Tsukihime universes?
Second question: How strong is Gaia compared to the Moon Cell? From what I've read the Moon Cell can grant higher dimensional powers. Does Gaia exist on a higher dimension as well?
Third Question: Shouldn't the Counter Force have been summoned to take care of Chakravartin/BB/Kiara? Would that even be effective in the first place?

From what I understand most anti-world NPs like Ea and most reality marbles don't actually destroy the planet in itself, but rather the "laws" of the world.
Ea doesn't have the firepower to make the planet Earth go boom, but can remove the "first layer" that covers Gaia, namely the laws of physics of the human world.
So far so good?
So what about BB? She has a NP that's listed as both anti-world and anti-planet, whatever that means, and since she's on the same level as Chakravartin she should theoretically be able to destroy all parallel universes.
Fourth - and last - question:
Am I missing something? Does Extra/CCC really break the power level that much? In FGO Da Vinci says that noble phantasms capable of destroying the planet don't exist sooo she either doesn't know about BB, Kiara and Saver or the Moon Cell is not as powerful as it seems.

I remember Nasu said somewhere that Arcueid, Void Shiki and ORT are the top 3 strongest entities in the verse not including servants. Well, how do they compare with the Moon Cell Bunch?
