The Department of Policies (法政科, Hōsei-ka?) is the regulatory Department of the Clock Tower branch of the Mage's Association.
History[]
Formerly one of the Twelve Departments of study, Policies has an associated Lord, but it does not have a family name associated with it like the others. It was removed from the academic departments in the 17th century,[1] and is presently referred to as the Thirteenth Item (十三個目の項目, Jū San-ko-me no Kōmoku?) of the Clock Tower.[2]
The Department of Policies is also known as the First Principle Enforcement Bureau (第一原則執行局, Dai Ichi Gensoku Shikkō-kyoku?) because it emphasizes the Clock Tower's first principle, the Concealment of Mystery (神秘の隠匿, Shinpi no Intoku?).[3][4]
It is still under the jurisdiction of the Barthomeloi family, the Lord of the Department as of the early 2000s is Barthomeloi Lorelei.
Characteristics[]
The Department of Policies is open to those who wish to pursue politics, acting as more of a social science rather than a discipline in the pursuit of mysticism.[2] It is also where Lords learn how to rule the Clock Tower and send their children to learn leadership relevant to the Clock Tower,[5][6] and it is also in charge of the patents for Magic Formulae.[7] To help with the latter, they possess something similar to the Animusphere family's environmental models, allowing them to check the frequency of use of patented magecraft across the globe.[8]
Members of the Department of Policies essentially serve as law enforcement for the Mage's Association, investigating and arresting those who break the Association's rules.[9][10] In its capacity, it also has plenty of influence through the British Royal FamilyWP and governmental bodies (such as the MI5WP[11]) to manage the media.[12]
Ranking of the men in the Clock Tower female students want to sleep the most with[]
There is a ranking held informally every year at the Clock Tower, asking female students "Which man at the Clock Tower you want to sleep the most with". From the outside, it's a completely stupid plan, but there's no doubt that some kind of Magecraft is involved, so there are people who are interested in the formula and try to investigate, and there are people who secretly care about the rankings like Bram Nuada-Re Sophia-Ri. The young Kairi Sisigou and Jean-Mario Supinerra met during their student days while investigating about the ranking, and Jean-Mario reminds him that he ranked higher whenever he can.[13]
The official name is "Ranking of the men who you want to sleep the most with in the Clock Tower, chosen by female students". However, there are quite a few cases where male students answer, and the restriction that "girl students choose" may be removed soon.[13]
Every year when the time comes, a questionnaire will be sent out of nowhere to the desired female students of each Department, and the results are announced later. It should be noted that answering is not obligatory, and students and instructors can be voted for. For this reason, it is treated like an urban legend. By the time Mary Lil Fargo entered the El-Melloi Classroom, it had already been held, and after the death of Kayneth El-Melloi Archibald, it was in full swing.[13]
Immediately after the Rail Zeppelin Incident of Case Files, the problem children of the El-Melloi Classroom: Flat Escardos, Yvette L. Lehrman, Caules Forvedge, and Svin Glascheit held an online betting poll for the results and betted money. Diamond mines and oil fields were flying around in the middle of the day, and because it was managed online, the National Tax AgencyWP and MI6WP were about to intervene. Lord El-Melloi II orders them to investigate the Ouroboros Organization and find out about this ranking's deal.[13]
Truth[]
Publicly, a mysterious organization called the Ouroboros Organization (ウロボロス機関, Uroborosu Kikan?, lit. Ouroboros Agency) is said to manage the rankings, in truth however, the organizer of this ranking is the Department of Policies, and the current General Manager is Hishiri Adashino. The purpose of the ranking is to investigate the influence of each person in the current Clock Tower beyond their Departments.[13]
By nature, the Clock Tower Departments don't get along very well, and if you do research across Departments, others will be wary of that alone, and if you're in the Department of Policies, they'll be even more reluctant. For this reason, it seems that the information was collected under the guise of a stupidly planned questionnaire, and used for analysis while being aware that there was some bias. A huge space was created in the basement of an abandoned building in London whose owner has been unknown for ten years. According to Adashino, she seems to have inherited the entire underground space from her predecessor a few years ago, so it seems like the plan has been in existence for decades.[13]
In addition, according to Lord El-Melloi II's analysis, even the influence analysis above is nothing more than a cover, and it seems to be quite a bad story related to the existence of the Great Mother (グレートマザー, Gurēto Mazā?), including the Ouroboros Organization, and it is not disclosed and pursued further. Hishiri was in charge by the time of Lord El-Melloi II's Case Files.[13]
