The Grand Roll: Vote Among The Crown-Ranked (冠位決議, Kanmuri-i Ketsugi?) is the highest decision-making body of the Clock Tower of the Mage's Association. It is derived from the event of the same name,[1] the Grand Roll: Closed Session Among the Star-Crowned (星冠密議, Hoshi Kanmuri-i Mitsugi?), the special meeting of the Xians of the Summit Court held every few decades. There's a difference in nuance with the Clock Tower's term, but it is likely that both events just have the same name as intentional camouflage, the same way Lord can mean either layman nobility or the Clock Tower leaders.[2]

The Clock Tower's Grand Roll is an adaptation of the much older Grand Roll in Asia.[1]
In the Clock Tower, Grand Rolls are meetings between Clock Tower Lords and their representatives, their numbers fluctuating depending on the severity of the discussed issue,[3] five out of the twelve families being the average level of attendance.[4] These meetings assess matters across department and faction lines.[5]
Though it might have fallen to that level in recent years, the Grand Roll is no simple meeting about the mundane operation of the Clock Tower: it is an elaborate ritual held in the deepest part of part of the Spiritual Tomb of Albion, the Ancient Heart, a section of the Spiritual Tomb of Albion infinitely close the inner sea of the planet.[6] While it is being held, a special dam that can only be opened for the Grand Roll[7] is unsealed, flooding the Ancient Heart with Magical Energy that cannot be found anywhere else.[8] Designed to be impervious to outside interference, no one can leave or enter during the day of, and to get to the Ancient Heart, participants need to use a portal that opens from the Mining City Magisfair, avoiding the tedium of going through the entire Spiritual Tomb of Albion every time it is held.[8]
The Barthomeloi family avoid most Grand Rolls, as it operates on the belief that, regardless of what the people beneath them fight about, the Barthomelois still dominate the Clock Tower.[9]

Once every few decades, the Xians of the Shanling Fating gather together in the country of Sha for the special meeting that is the Grand Roll.[2] It is a meeting held to add a new rule to the Philosophy Foundation.[1]
