The Grand Roll: Grand Resolution (冠位決議(グランド・ロール), Kanmuri-i Ketsugi(Gurando Rōru)^?) is the highest decision-making body of the Clock Tower of the Mage's Association.

Grand Rolls are meetings between Clock Tower Lords and their representatives, their numbers fluctuating depending on the severity of the discussed issue, five out of the twelve families being the average level of attendance. These meetings assess matters across department and faction lines.

Though it might have fallen to that level in recent years, the Grand Roll is no simple meeting about the mundane operation of the Clock Tower: it is an elaborate ritual held in the deepest part of part of the Spiritual Tomb of Albion, the Ancient Heart, a section of the Spiritual Tomb of Albion infinitely close the inner sea of the planet. While it is being held, a special dam that can only be opened for the Grand Roll is unsealed, flooding the Ancient Heart with Magical Energy that cannot be found anywhere else. Designed to be impervious to outside interference, no one can leave or enter during the day of, and to get to the Ancient Heart, participants need to use a portal that opens from the Mining City Magisfair, avoiding the tedium of going through the entire Spiritual Tomb of Albion every time it is held.

The Barthomeloi family avoid most Grand Rolls, as it operates on the belief that, regardless of what the people beneath them fight about, the Barthomelois still dominate the Clock Tower.
