Rufleus Nuada-Re Eulyphis (ルフレウス・ヌァザレ・ユリフィス, Rufureusu Nwazare Yurifisu?), also known as Lord Eulyphis (ロード・ユリフィス, Rōdo Yurifisu?), is the Lord of the Department of Spiritual Evocation of the Clock Tower branch of the Mage's Association in Lord El-Melloi II Case Files.

Background[]
He is the Lord of the Department of Spiritual Evocation, and, like every head of the Department of Spiritual Evocation, was chosen from a different branch family and adopted into the Eulyphis family.[2] Bram and Sola-Ui's father, as well as Kayneth's intended father-in-law and also his teacher. The offering of his daughter Sola-Ui for a political marriage demonstrated his expectations for Kayneth.[3]
The Grand Order of his family, Alphamega Nogius (アルファメガ・ノギウス, Arufamega Nogiusu?), to find "the difference between the first and last spirit" makes it an almost impossible task to accomplish, due to the vague request and unclear definition.[3]
He goes to exorcise the Tower of LondonWP of its wraiths every month[4] and possesses the diary of Makiri Zolgen in his personal library.[5]
When Rufleus is unavailable, Rocco Belfeban serves as the "proxy Lord" for Spiritual Evocation.[6] Rufleus' son Bram normally attends meetings between Lords in Rufleus' place.[7]

Appearance[]
He's an old man with long, white hair, and a pair of glasses, wearing a large ornamental gem on his chest and jeweled rings on each of his shriveled fingers.[2] There is a truly staggering number of gems inlaid into his clothing, but they do not seem gaudy at all, instead giving off an ominous air, as if they were not jewelry but burial goods. Every single one of those gems is an incredibly powerful Mystic Code. It makes him into a fortified fortress.[4]
There's also a strong aura of death surrounding him.[7] Perhaps due to belonging to the Department of Spiritual Evocation, which manipulates untold numbers of spirits, he also gives the impression of a dead man.[3]

Lord El-Melloi II Case Files[]

On behalf of the Aristocratic Faction, Lord Eulyphis sends Lord El-Melloi II an invitation to meet.[8] On their meeting on a London street, Rufleus shows up with Olga Marie Animusphere, using Magecraft to shift the street very slightly to create a simulated 'field' that other people wouldn't be able to see, allowing him to be present but not physically. He reveals he knows El-Melloi II met with McDonell Trambelio Elrod of the Democratic Faction, and would have killed him on the spot had he agreed with their demands. When El-Melloi II says they would have been better prepared had he warned them in advance, he says he didn't hide anything from him, which Yvette L. Lehrman sees is a barefaced lie.[7]
Lord Eulyphis informs the group that the Aristocratic Faction opposes the plan of redevelopping the Spiritual Tomb of Albion, though the plan is taken seriously enough that he is willing to appear at the Grand Roll in person instead of sending a representative, as he truly sees McDonell as a threat. He proposes that the El-Melloi Faction pretends to accept the Trambelios' offer of joining, so that they can spy on them and discover what their plans actually are, even though this would be a death trap for them. Fortunately, with the help of Reines having predicted this in advance, El-Melloi II counters that they would need to know what benefits the Aristocratic Faction gains from not redevelopping the labyrinth so they don't join the Democratic Faction empty handed. Not willing to reveal his cards, Lord Eulyphis drops the issue entirely, musing that Lord El-Melloi II reminds him of Heartless, even though the man never joined any faction, not even the Neutrals. He adds that the Grand Roll will take place three days hence, on February 2nd, before vanishing.[7]
Later, Lord Eulyphis goes to the Tower of LondonWP, accompanied by Olga Marie. Thanks to ancestral connections and political means, he preserves the place so he can use it to replenish his Magical Energy, absorbing the Magical Energy of the dead executed there throughout history, as well as the Mana seeping from the Ley Lines and the Od given off unintentionally by the tourists. He asks Olga Marie if she is tired of waiting for him, but she answers in the negative. When she asks him if everything is progressing as he hoped, he replies that it all all depends on what Lord McDonell Trambelio Elrod is planning and who he managed to convince. He adds that they must preserve the order and peace of the World of Magecraft, as it is the only way to handle the task handed to the Eulyphis family. He idly wonders if Lord El-Melloi II understands this.[4]
Fate/strange Fake[]
During the Snowfield Holy Grail War, him and Bram are away from the Clock Tower on a special assignment, and so Rocco Belfeban has to act as the stand-in Lord for the Department of Spiritual Evocation.[9]
Agents of the American government mention that the Eulyphis family is constantly in Fuyuki ever since the Fifth Holy Grail War ended, making it difficult for the US to spy on the city themselves.[10]
Abilities[]
He is on par with his fellow Lords Inorai Valualeta Atroholm and McDonell Trambellio Elrod.[3] He's covered in an aura of death so thick that even if Gray, Lord El-Melloi II, and Yvette L. Lehrman teamed up against him, he would easily kill them.[7]
He is a perfect spirit medium, and each of his rings contain a powerful spirit. He regularly drains Magical Energy from the dead at the Tower of London and several estates he owns,[4] but what he gets from them is nothing compared to what is in his rings and necklace. With all of his accessories, Rufleus is a sturdy fortress.
His right hand rings can give him expert counseling on all fields of knowledge because the Eulyphis have been storing spirits of intelligent people there for generations, and his left hand rings contain artificial spirits made for combat. He can release them as his personal army of evil spirits, such as skeletons and poltergeists, and can even fuse with some.
Using a gem on a ring on his index finger, he can use a spell to make an entire busy street full of pedestrians "disappear", by shifting the street very slightly to create a simulated 'field' that other people wouldn’t be able to see and allow himself to appear remotely despite not being physically present.[7]

Perhaps due to belonging to the Faculty of Spiritual Evocation, which manipulates untold numbers of spirits, he also gives the impression of a dead man. In Grand Roll, he demonstrated a level of power on par with that of the Lord of Trambelio, Magdanel, and Inorai.
The offering of his daughter Sola-Ui for a political marriage demonstrated his expectations for Kayneth, who died during the Fourth Holy Grail War.

無数の霊を操る降霊科ゆえか、本人も死者のごとき雰囲気を漂わせた老人。冠位決讓においては、トランベリオの君主たるマグダネルや、イノライに劣らぬ格と存在感を示した。

The dean of the Department of Summoning. The Department of Summoning is a subordinate organization to the Department of Spiritual Evocation, which ended up being regarded very highly only in the “Fate/Apocrypha” world. As you all already know, subspecies Holy Grail Wars are held all over the place in the “Apo” world, so the Association of Magi had to quickly form countermeasures. At first, every magecraft department even slightly linked to Servant summoning techniques were scrambling to reap the benefits before each other, causing ugly conflicts to continue even after a Holy Grail War ended, so it was decided to treat “everything related to Servants of the Holy Grail War” under the category of “summoning”, entrusting all responsibility to an assured conservative in the Association.
That conservative is this old man, Rocco Belfegan. Status-wise, he is effectively a “proxy Lord”. Of course, since there is a conservative faction, there is also a reformist faction, and they strongly recommended Lord El Melloi II, who survived the largest-scale subspecies Holy Grail War in history, for the position instead. (However, the El Melloi clan’s stance is conservative, and El Melloi II’s own position is neither conservative nor reformist, maintaining a complicatedly neutral stance.)
Fortunately, both of them are well aware of the threat of subspecies Holy Grail Wars, and their views match in that they prioritize resolving the situation over the gains for their respective factions.
Rocco is a collection maniac, and yet by contrast is quite sloppy with what he collects. He’s the type to be completely neglectful by using Mystic Codes that activate just by having them on hand. He has stated in quite a carefree manner, “It’s fine as long as I have just Mystic Codes that resist against curses”. No, it’s not fine.
