Tangere and Latio are technically the same person operating on two separate units through the Atlas Institute's Memory Partition, but due to her granting Tangere an individual consciousness, he unfortunately developed his annoying funny man personality.
Tangere is a bone giant measuring above 2 meters in height and weighting close to 200kg. To save magical energy, he usually takes the form of a normal-sized skull.

Tangere wields a bone whip. 2 of Latio's Memory Partitions are allocated to him, enabling him to speak with an overly masculine voice. Quoting Latio, "allowing him to develop by his own judgement resulted in this degrading personality". Because he is actually a piece of Latio's mind divided by Memory Partition, he can predict enemy movements with Thought Acceleration.
Tangere's high combat capabilities are mainly defined by high defensive and regenerative abilities coupled with estimating the future, allowing him to counter attacks he never seen before "as if he knew they were coming". For instance, Gray's Battering Ram, which is equivalent to a Servant's D-Rank Mana Burst Skill and able to smash a tank's armor, sent him flying without crushing him. When Rin hit Tangere with the same powerful jewel spell that she once used to take one of Heracles' lives, it blew a hole clean through Tangere's skull but did not stop him because there is nothing inside.
Aside from combat, he's also capable of analysis and inspection, being able to simultaneously compared multiple categories of mythology and magecraft.
